Even though the foundation operated on the assumption the Girl Effect was true in its marketing and communications strategies, it developed a methodology for collecting data on girls that framed them in economistic, market-based terms. As described by Sarah, this occurred on two levels. The first level focused on the adolescent girls’ level of social, human, and financial capital vis-à-vis her family and community:

We measure outcomes for girls. So is she more educated, is she healthy as she transitions through adolescence, is she HIV-free, what confidence gaining skills has she obtained as a result of different programs that are in place, how many more friends does she have, is she more mobile? There are all of those questions that really look at, has her social capital increased? Has her human capital increased by education and skills acquisition? And then has her financial capital actually increased through access to savings or access to credit? Or even access to inheritance. So we look at those three aspects at the level of the girl to see whether just her asset level has increased across those dimensions. . . . We know that when she has assets earlier in life she does all of these great things with it because she is an excellent resource manager.
